While little is known about Keith's personal background aside from the fact that his NEXT powers developed when he was eighteen, when we are first introduced to Keith Goodman aka Sky High, he is shown to be the King of Heroes, or the highest ranking hero out of seven (later eight when Barnaby is introduced) in the city of Sternbild, a city which is protected by said Heroes. Each Hero is sponsored by seven major companies, which more or less pay for everything. Without their support, they cannot operate within legal means, which is why Sky High in particular bears logos on his suit as advertising. (Ustream TV and Tamashii Nations are on each of his gauntlets, while Poseidon is on everything else. They pay for heroes' lifestyle according to their contractual agreements, which also means as a Hero it is their duty and job to also participate regularly in interviews, commercials, talkshow appearances, etc. Sky High in particular was said to be quite busy all the time as the King of Heroes, but he never once complained.)
The title was won from getting the most points over a season recorded live via a popular Sternbild City television program known as HERO TV, which uses a system calculated based on how many heroic deeds one performs during the course of about a year.
Apparently he'd won this title previously as well, remaining the reigning champion of heroic deeds and exploits for a long time before Barnaby later usurps his throne after he lost his battle to Jake Martinez, a terrible villain who had both the NEXT ability to use force fields as well as the power to read minds that held the entire city hostage. He'd been strung along into a gross farce of a tournament that meant facing off against Jake one-on-one, and he was drawn first, but even after his confident feelings about being able to defeat him, it ended horribly due to Jake's hidden powers (and his ability to read Sky High's moves aka by reading his mind) with his helmet desecrated and his body strung up humiliatingly in a crucifixion style to a building until he was later dragged down and taken to a hospital, which is where he spent his time until Jake was defeated by Kotetsu and Barnaby.
After this loss, it was a large blow to his self-esteem and self-worth, and he became depressed enough that he started performing poorly on Hero TV, even running head-first into a building when he wasn't paying attention. His taking second place also didn't bode well in regards to his sponsors, given that Heroes in Tiger and Bunny are sponsored by seven-major companies that invest in the Hero, so to speak. When he lost the mantle of the King of Heroes, Poseidon Line's CEO (Sky High's sponsor) even started to lose faith in his star Hero employee, saying it wasn't long before he fell into third place.
Sky High took his position as King of Heroes so seriously that he even had a night job of patrolling the city every night, a job that Nathan (Fire Emblem) explained to Blue Rose that he'd had ever since he made his debut as a Hero.
Come episode 15 however, while on a walk with his dog, he discovers a young woman in the park whom he comes to assume is just a newly-awakened NEXT given that he gives her an apple to try and apologize for his dog John barking and growling at her and she crushes it in her bare hands. Given that inhuman strength, he assumed she hadn't learned to control her powers yet.
He ends up coming to visit her on the park bench every evening, and ends up falling in love with her, but being rather awkward in the role of romance was unsure of how to court her. He even asked his fellow heroes Fire Emblem (Nathan), Blue Rose (Karina), and Dragon Kid (Pao-Lin) for advice, but was unable to follow it, and instead ended up sharing his thoughts and worries with her aloud about his first-ever failure. He said that it didn't bother him that he'd dropped in ranking, he was more afraid that he'd stop living up to everyone's expectations because he disappointed them.
He said to her: "The way I'm performing now...It's the same as if I weren't around." Cis, or the mystery girl who he sat by every evening in return, kept asking him a simple question: "Why?"
This is a pivotal moment for Keith/Sky High, given that the way he interpreted them meant she gave him courage to stop making excuses and to regain his confidence. However, this ends a bit tragically, given that when an android goes berserk and causes havoc in the city by trying to destroy everything Hero-related, and even Wild Tiger and Barnaby are unable to defeat it, Sky High steps in. Unfortunately he was completely unaware that this android which he ultimately ends up destroying, was the very same lady he'd fallen in love with. However, after this, his abilities are restored, and while he tries to visit Cis the next day with a bouquet of roses in order to thank her, he waits for her but she never comes...
During the next arc he more or less plays a background piece along with the other characters, and is more of a complementary force who always shows up to back up and help the other heroes when needed. (He's given a few more appearances, such as when he, along with everyone else, had his memories manipulated into forgetting Wild Tiger, but he at least learned his lesson to regain his honor! He's also captured along with the other Heroes by Cis' maker Dr. Rotwang and Maverick, who turned out to be a member of Ouroboros with NEXT powers that could manipulate memories, with a bomb stuck around his neck.)
More or less, throughout the series, Keith is the de facto leader of the Heroes, always managing to play ring leader even inadvertently as they listen well to what he has to say, and his word is usually seen as truth and/or as a good idea to follow. He's trusted and generally well-liked by his fellow Heroes, and seen as a rather upstanding guy, if a bit of a boy scout. However, given his unbiased treatment of the others, they do put their faith in him to an extent, even if at times they consider each other rivals.
_ABILITIES: Known as the "Wind Wizard", Sky High's NEXT ability, (NEXT referring to the mutation that appeared in Tiger and Bunny's world 45 years prior to the start of the show, meaning Noted Entities with eXtraordinary Talents) is the power to control the wind, or wind manipulation. In order to fight his opponents, Sky High is able to create huge or small gusts of wind on command, and even tornado or hurricane-sized funnels. He can even wrap his own body in the wind itself, causing himself to be a twisting tornado/projectile if necessary as seen in his fight with the android Cis in episode 15, where he uses his helmet's sharp prong and destructive wind to sever through her metallic body.
This variety of wind size and power grants him the ability to either make milder winds that could be used to slow the descent of falling civilians, or to create stronger, more powerful winds that can be used as a destructive force against enemies, or stop runaway criminals from escaping.
He is also capable of creating concentrated or compressed balls of wind to use as offensive projectiles, almost like wind missiles or "bombs". (As in the fight with Jake Martinez, he created blasts of wind and then giant spiraling balls of wind as well.) However, he cannot control the natural weather of wind itself, meaning that all of his wind has to be self-made or created.
His limitations from his NEXT ability regarding the usage of wind however, entail that Sky High is able to achieve flight only by using his jetpack and levitating himself with his power to maneuver. Without the jetpack, he would only be able to float, and only sort of be able to guide himself through the air with some direction. (Basically he becomes air balloon man instead of the wind wizard.)
_PERSONALITY:
"What good will it do if we Heroes are depressed? That would be setting a bad example for the people!"
Heroes should be a role model for all citizens to admire, so rather than show any bad side of himself, Keith is always shown as polite if not good-natured. His mannerisms and deportment portray him as a very happy-go-lucky person, with a strong smile and a confidence that draws everyone, adults and children alike, into admiring him. He can even be said to be rather theatrical, if not to the point of being comical as his super hero persona Sky High, his speech patterns often being boisterously heroic and he ends up repeating them, such as in his catchphrase "thank you and thank you again". Even if his goofiness is shown to be his "strong point", as HERO TV's producer Agnes has put it, he still manages to show kindness and a humbleness one would not think possible for someone who holds the position of King of Heroes, being the highest-ranking Hero in Sternbild.
While positions of power are often accompanied by arrogance, Sky High believes that heroes should retain some modicum of respect and humbleness in regards to their fellow Heroes and their Sponsors, in addition to their treatment of the people, often saying, again, his catchphrase "Thank you, and thank you again", saying that he couldn't have done it without everyone's help when he won the title of King of Heroes given that he draws his strength in part from the faith that the citizens have in him.
While he retains his optimism and is enthusiastic and friendly to all except his enemies, Keith is a man who will even applaud his fellow rival Heroes for their various successes. He has a kind word and a smile for everyone, and doesn't allow anything to truly bother him (at least on the surface). While this extends even to hiding his own discomforts, for the most part he is genuinely a man of resilience and positivity.
Although he comes across as quite idealistic, if not something of a boy scout, in truth he just wants to make sure that people understand and know that he is a hero who wants to protect them. He would rather do anything else but let people who count on him, down. In fact, the one fear that he has, which he confesses to Cis in episode 15, is that he cannot to live up to others' expectations, especially after having lost for the first time. He said, when he thinks that he can't do anything, he becomes afraid and unable to move to the point where he feels pathetic.
We also see this during the last few episodes as well when he had a bomb attached to his neck when he was captured along with the other heroes by Dr. Rotwang, Cis' maker, when he starts to say "it would be better if one of us lived even if the others perished", but in truth he never had any intention of betraying his fellow Heroes, he was just trying to console himself given that he was quite possibly coming to terms with the fact that he was going to die since there was nothing he could do. He didn't realize everyone was listening in on him, or that his words were being used against him. (During that episode Dr. Rotwang was playing mind games with the heroes, telling them that if one of them pushed the button on their neck, they'd be spared while everyone else would be blown up. Then he used video of them at their weakest to play back to the other heroes to make them think they were betraying each other.)
The Hero Everyone Loves/Villains Beware: "Be warned! My maximum Wind Velocity for today is off the charts!"
Sky High believes that everyone, even some criminals, can be saved, and that everyone has a chance to redeem themselves. He may be merciless when it comes to criminals endangering innocent lives like with Jake Martinez who he refers to as a villain, but he does give some criminals a chance to give themselves up. While he's frowned at for being idealistic in this sense, if not naive, Keith never seems to mind any commentary that others make that are negative about him, whether they become irritated by his repeating himself, or that he's a goody-two shoes.
In truth, he is a little simple-minded if not air-headed in a sense, given his wholehearted dedication to his role as Hero, if not King of Heroes. While he's not a fool by any means, sarcasm, and sometimes negative or ambiguous statements often have a tendency to go over his head. He's also easily confused by them, such as when Kotetsu bitterly makes a comment when they're filming a documentary about the newest hero Barnaby about how Sky High could get away with saying "I sense something about him, and so I'd like to say to him thank you and thank you again", and even after being criticized for it all he could say in response was "Eh?" Which is when Agnes pointed out that this goofiness of his was his strong point so there was nothing wrong with what he said.
In the Tiger and Bunny Movie: The Beginning, when Barnaby made a statement about how he never wanted to get to know the other Heroes, Keith asks Rock Bison what was happening and what was the meaning of the situation they were in (being as Kotetsu had tricked the Heroes into coming in the first place in hopes of getting them to get to know Barnaby). Given it was their first time meeting outside of Hero suits/outside of work in general, it was new to Keith, since he lives alone in a penthouse with his dog John, and doesn't exactly break his routine unless there was a good reason for it. Hence, the dedication he has to his job makes him almost stunted in a way socially because he quite possibly doesn't allow for a lot of personal time to himself. And judging from his 48-hour schedule as shown here, we can see his days are quite packed.
Thus, the nuances in these sorts of social situations don't appear to be completely well-learned by him and aren't always his strong suit, and he sort of takes things literally and at face value. Keith does well enough in groups, but one-on-one situations make him nervous, if not a little at a loss as to how to approach or cultivate a conversation. It's not that he's awkward per say, but he's just better publicizing himself or keeping himself in character, rather than breaking it or breaking down barriers between himself and other people. Perhaps that attests to his personality as much as it does his newer debut as a Hero, as he hasn't quite learned how to balance Heroic duties and personal ones. This extends especially into his chance at romance in episode 15, where Keith was sighing heavily, and when asked what was wrong at the studio by Nathan, Karina, and Pao-lin, admitted he was having love troubles with a girl that he'd just met (that girl being Cis, the android), but was unsure as to how to court her. Whether through asking for advice from his fellow Heroes, or having that advice foisted onto him whether he wanted it or not—after all, he was bombarded for details and begged them to go easy on him before falling backwards from how intently he was being questioned—we were able to see that Keith is rather clueless and has a tender-hearted, if not very traditional and somewhat innocent approach to romance. (He couldn't even bear to touch Cis even casually, despite the advice that that was what girls liked, as told to him by Karina.) Instead, he ended up staying his distance and was content simply to spend his time with her talking about himself, when it seemed she'd listen. Incidentally, the way he'd interpreted her responses meant that he regained his confidence back, and he fell deeply in love with Cis as a result.
However, despite this inexperience of his in regards to personal relationships, Keith can be surprisingly intuitive as well, in regards to peoples' emotions and their situations, if not tactically mindful of what's important in regards to Heroic emergencies that require quick thinking or a little leadership. He's quite empathetic as a person, but he's not quick to share about his own feelings. In truth, he's actually somewhat afraid to share his dislikes in the case it could hurt other peoples' feelings. But on the rare occasion that he does open up about them as he did with Cis, one will find that Keith is not as simple as he appears. While it is true that he's quite naive if not innocent in some ways, he can still prove to be worth something as a Hero, and thus is not to be taken lightly.
Ultimately, as Keith Goodman, even on his own personal time, he continues to hold his role as Hero to the highest standard, saying that "a helping hand" will change things, even if others look at him as if he's an idealist and not at all realistic in his views. Even points and ranking mean little to him rather than protecting people. While he's never complained even once about having to do all the things that one at the top of the Heroes ranking must do, such as photoshoots and interviews, he manages to find the time to patrol the city at night every night in order to keep in alignment with his need to serve and protect. He's a true civil servant at heart.
"No matter who you are, I will save you. I just will!"
No matter if he wears a Hero Suit or is in just his civilian clothes, Sky High treats everyone with the same amount of unbiased courtesy. Heroes are meant to be looked up to, so naturally the people have to see Heroes as people they can trust and respect. Except that with Keith, it's not an act. There's actually very little difference between himself and his alias Sky High, aside from the more theatrical poses and phrases that he uses for effect, along with the attacks he uses while shouting "SKY HIIIIGH" and "HIIIGH". (Although even some of these trickle into his civilian speech patterns due to their frequent usage.) Even in the Hero's Issue Interview from the Gossip translation written by the screenwriter Nishida (found here), when asked who he's friendliest with, out of all the heroes, Keith replies, "I'm friendly with everyone. Without bias, I am friends with them." This indicates he wants to treat everyone fairly, and he does strive his best to do just that. He is positive, tolerant, and above all, fair. In fact, in regards to when the Heroes need input on a group decision, they unwittingly look at him as an unofficial leader, and take his words to heart. It goes without saying that it's unsurprising that he's a rather popular Hero, but the thing that makes him stand out above others is the fact that he has a strong sense of justice and a noble heart. As cliche as this may be, there are certain uncompromising principles that Keith, like Kotetsu, feels a Hero should live up to. Thus, he strives his best to do just that.

_SMUT SAMPLE: Rivulets of steam and water trailed easily down the King of Heroes' sculpted body, warm and comforting like the embrace of a lover yet the mere shock of it causing tingles to cascade down his heated skin. His eyes closed, his breathing coming in shorter and shorter bursts, as he stretched up to lather shampoo through his hair, pushing back the thick blond locks from his face with ease. He rinsed thoroughly before allowing his palms to slide down his chest, being a man who was ever so scrupulous about his personal cleanliness.

He hadn't meant to touch there and yet, despite himself, he'd brushed over one of the most sensitive parts of his body. However, this ends a bit tragically, given that when an android goes berserk and causes havoc in the city by trying to destroy everything Hero-related, and even Wild Tiger and Barnaby are unable to defeat it, Sky High steps in. Unfortunately he was completely unaware that this android which he ultimately ends up destroying, was the very same lady he'd fallen in love with. However, after this, his abilities are restored, and while he tries to visit Cis the next day with a bouquet of roses in order to thank her, he waits for her but she never comes...
During the next arc he more or less plays a background piece along with the other characters, and is more of a complementary force who always shows up to back up and help the other heroes when needed. (He's given a few more appearances, such as when he, along with everyone else, had his memories manipulated into forgetting Wild Tiger, but he at least learned his lesson to regain his honor! He's also captured along with the other Heroes by Cis' maker Dr. Rotwang and Maverick, who turned out to be a member of Ouroboros with NEXT powers that could manipulate memories, with a bomb stuck around his neck.)
More or less, throughout the series, Keith is the de facto leader of the Heroes, always managing to play ring leader even inadvertently as they listen well to what he has to say, and his word is usually seen as truth and/or as a good idea to follow. He's trusted and generally well-liked by his fellow Heroes, and seen as a rather upstanding guy, if a bit of a boy scout. However, given his unbiased treatment of the others, they do put their faith in him to an extent, even if at times they consider each other rivals.
_ABILITIES: Known as the "Wind Wizard", Sky High's NEXT ability, (NEXT referring to the mutation that appeared in Tiger and Bunny's world 45 years prior to the start of the show, meaning Noted Entities with eXtraordinary Talents) is the power to control the wind, or wind manipulation. In order to fight his opponents, Sky High is able to create huge or small gusts of wind on command, and even tornado or hurricane-sized funnels. He can even wrap his own body in the wind itself, causing himself to be a twisting tornado/projectile if necessary as seen in his fight with the android Cis in episode 15, where he uses his helmet's sharp prong and destructive wind to sever through her metallic body.
This variety of wind size and power grants him the ability to either make milder winds that could be used to slow the descent of falling civilians, or to create stronger, more powerful winds that can be used as a destructive force against enemies, or stop runaway criminals from escaping.
He is also capable of creating concentrated or compressed balls of wind to use as offensive projectiles, almost like wind missiles or "bombs". (As in the fight with Jake Martinez, he created blasts of wind and then giant spiraling balls of wind as well.) However, he cannot control the natural weather of wind itself, meaning that all of his wind has to be self-made or created.
His limitations from his NEXT ability regarding the usage of wind however, entail that Sky High is able to achieve flight only by using his jetpack and levitating himself with his power to maneuver. Without the jetpack, he would only be able to float, and only sort of be able to guide himself through the air with some direction. (Basically he becomes air balloon man instead of the wind wizard.)
_PERSONALITY:
"What good will it do if we Heroes are depressed? That would be setting a bad example for the people!"
Heroes should be a role model for all citizens to admire, so rather than show any bad side of himself, Keith is always shown as polite if not good-natured. His mannerisms and deportment portray him as a very happy-go-lucky person, with a strong smile and a confidence that draws everyone, adults and children alike, into admiring him. He can even be said to be rather theatrical, if not to the point of being comical as his super hero persona Sky High, his speech patterns often being boisterously heroic and he ends up repeating them, such as in his catchphrase "thank you and thank you again". Even if his goofiness is shown to be his "strong point", as HERO TV's producer Agnes has put it, he still manages to show kindness and a humbleness one would not think possible for someone who holds the position of King of Heroes, being the highest-ranking Hero in Sternbild.
While positions of power are often accompanied by arrogance, Sky High believes that heroes should retain some modicum of respect and humbleness in regards to their fellow Heroes and their Sponsors, in addition to their treatment of the people, often saying, again, his catchphrase "Thank you, and thank you again", saying that he couldn't have done it without everyone's help when he won the title of King of Heroes given that he draws his strength in part from the faith that the citizens have in him.
While he retains his optimism and is enthusiastic and friendly to all except his enemies, Keith is a man who will even applaud his fellow rival Heroes for their various successes. He has a kind word and a smile for everyone, and doesn't allow anything to truly bother him (at least on the surface). While this extends even to hiding his own discomforts, for the most part he is genuinely a man of resilience and positivity.
Although he comes across as quite idealistic, if not something of a boy scout, in truth he just wants to make sure that people understand and know that he is a hero who wants to protect them. He would rather do anything else but let people who count on him, down. In fact, the one fear that he has, which he confesses to Cis in episode 15, is that he cannot to live up to others' expectations, especially after having lost for the first time. He said, when he thinks that he can't do anything, he becomes afraid and unable to move to the point where he feels pathetic.
We also see this during the last few episodes as well when he had a bomb attached to his neck when he was captured along with the other heroes by Dr. Rotwang, Cis' maker, when he starts to say "it would be better if one of us lived even if the others perished", but in truth he never had any intention of betraying his fellow Heroes, he was just trying to console himself given that he was quite possibly coming to terms with the fact that he was going to die since there was nothing he could do. He didn't realize everyone was listening in on him, or that his words were being used against him. (During that episode Dr. Rotwang was playing mind games with the heroes, telling them that if one of them pushed the button on their neck, they'd be spared while everyone else would be blown up. Then he used video of them at their weakest to play back to the other heroes to make them think they were betraying each other.)
The Hero Everyone Loves/Villains Beware: "Be warned! My maximum Wind Velocity for today is off the charts!"
Sky High believes that everyone, even some criminals, can be saved, and that everyone has a chance to redeem themselves. He may be merciless when it comes to criminals endangering innocent lives like with Jake Martinez who he refers to as a villain, but he does give some criminals a chance to give themselves up. While he's frowned at for being idealistic in this sense, if not naive, Keith never seems to mind any commentary that others make that are negative about him, whether they become irritated by his repeating himself, or that he's a goody-two shoes.
In truth, he is a little simple-minded if not air-headed in a sense, given his wholehearted dedication to his role as Hero, if not King of Heroes. While he's not a fool by any means, sarcasm, and sometimes negative or ambiguous statements often have a tendency to go over his head. He's also easily confused by them, such as when Kotetsu bitterly makes a comment when they're filming a documentary about the newest hero Barnaby about how Sky High could get away with saying "I sense something about him, and so I'd like to say to him thank you and thank you again", and even after being criticized for it all he could say in response was "Eh?" Which is when Agnes pointed out that this goofiness of his was his strong point so there was nothing wrong with what he said.
In the Tiger and Bunny Movie: The Beginning, when Barnaby made a statement about how he never wanted to get to know the other Heroes, Keith asks Rock Bison what was happening and what was the meaning of the situation they were in (being as Kotetsu had tricked the Heroes into coming in the first place in hopes of getting them to get to know Barnaby). Given it was their first time meeting outside of Hero suits/outside of work in general, it was new to Keith, since he lives alone in a penthouse with his dog John, and doesn't exactly break his routine unless there was a good reason for it. Hence, the dedication he has to his job makes him almost stunted in a way socially because he quite possibly doesn't allow for a lot of personal time to himself. And judging from his 48-hour schedule as shown here, we can see his days are quite packed.
Thus, the nuances in these sorts of social situations don't appear to be completely well-learned by him and aren't always his strong suit, and he sort of takes things literally and at face value. Keith does well enough in groups, but one-on-one situations make him nervous, if not a little at a loss as to how to approach or cultivate a conversation. It's not that he's awkward per say, but he's just better publicizing himself or keeping himself in character, rather than breaking it or breaking down barriers between himself and other people. Perhaps that attests to his personality as much as it does his newer debut as a Hero, as he hasn't quite learned how to balance Heroic duties and personal ones. This extends especially into his chance at romance in episode 15, where Keith was sighing heavily, and when asked what was wrong at the studio by Nathan, Karina, and Pao-lin, admitted he was having love troubles with a girl that he'd just met (that girl being Cis, the android), but was unsure as to how to court her. Whether through asking for advice from his fellow Heroes, or having that advice foisted onto him whether he wanted it or not—after all, he was bombarded for details and begged them to go easy on him before falling backwards from how intently he was being questioned—we were able to see that Keith is rather clueless and has a tender-hearted, if not very traditional and somewhat innocent approach to romance. (He couldn't even bear to touch Cis even casually, despite the advice that that was what girls liked, as told to him by Karina.) Instead, he ended up staying his distance and was content simply to spend his time with her talking about himself, when it seemed she'd listen. Incidentally, the way he'd interpreted her responses meant that he regained his confidence back, and he fell deeply in love with Cis as a result.
However, despite this inexperience of his in regards to personal relationships, Keith can be surprisingly intuitive as well, in regards to peoples' emotions and their situations, if not tactically mindful of what's important in regards to Heroic emergencies that require quick thinking or a little leadership. He's quite empathetic as a person, but he's not quick to share about his own feelings. In truth, he's actually somewhat afraid to share his dislikes in the case it could hurt other peoples' feelings. But on the rare occasion that he does open up about them as he did with Cis, one will find that Keith is not as simple as he appears. While it is true that he's quite naive if not innocent in some ways, he can still prove to be worth something as a Hero, and thus is not to be taken lightly.
Ultimately, as Keith Goodman, even on his own personal time, he continues to hold his role as Hero to the highest standard, saying that "a helping hand" will change things, even if others look at him as if he's an idealist and not at all realistic in his views. Even points and ranking mean little to him rather than protecting people. While he's never complained even once about having to do all the things that one at the top of the Heroes ranking must do, such as photoshoots and interviews, he manages to find the time to patrol the city at night every night in order to keep in alignment with his need to serve and protect. He's a true civil servant at heart.
"No matter who you are, I will save you. I just will!"
No matter if he wears a Hero Suit or is in just his civilian clothes, Sky High treats everyone with the same amount of unbiased courtesy. Heroes are meant to be looked up to, so naturally the people have to see Heroes as people they can trust and respect. Except that with Keith, it's not an act. There's actually very little difference between himself and his alias Sky High, aside from the more theatrical poses and phrases that he uses for effect, along with the attacks he uses while shouting "SKY HIIIIGH" and "HIIIGH". (Although even some of these trickle into his civilian speech patterns due to their frequent usage.) Even in the Hero's Issue Interview from the Gossip translation written by the screenwriter Nishida (found here), when asked who he's friendliest with, out of all the heroes, Keith replies, "I'm friendly with everyone. Without bias, I am friends with them." This indicates he wants to treat everyone fairly, and he does strive his best to do just that. He is positive, tolerant, and above all, fair. In fact, in regards to when the Heroes need input on a group decision, they unwittingly look at him as an unofficial leader, and take his words to heart. It goes without saying that it's unsurprising that he's a rather popular Hero, but the thing that makes him stand out above others is the fact that he has a strong sense of justice and a noble heart. As cliche as this may be, there are certain uncompromising principles that Keith, like Kotetsu, feels a Hero should live up to. Thus, he strives his best to do just that.

_SMUT SAMPLE: Rivulets of steam and water trailed easily down the King of Heroes' sculpted body, warm and comforting like the embrace of a lover yet the mere shock of it causing tingles to cascade down his heated skin. His eyes closed, his breathing coming in shorter and shorter bursts, as he stretched up to lather shampoo through his hair, pushing back the thick blond locks from his face with ease. He rinsed thoroughly before allowing his palms to slide down his chest, being a man who was ever so scrupulous about his personal cleanliness.
Keith's lips part for a moment as he gasps, his nipples hardening easily beneath the tips of his strong fingers. He hadn't meant to touch there and yet, despite himself, he'd brushed over one of the most sensitive parts of his body. It sent a rush of unbidden excitement towards his loins, and he tensed as if to brace himself as he glanced down towards the sight of his flaccid length starting to harden.
This was a community shower, meaning anyone could come in at any time and see what he was about to do. Somehow that only made the act more forbidden and thus, more erotic. He knew better, knew he shouldn't be about to do this yet, as he worried his bottom lip, he couldn't help but glide his fingers down his abdomen and down his thigh, Keith's other arm coming up to brace at the wall of the shower while his legs spread slightly. It was such a shameful thing to touch himself here out in the open, to allow the arousal to overcome his senses, and yet he knew if he didn't relieve himself here and now, it would be messier, and far more of a problem later.
Embarrassment as much as arousal colored his face a deep tinge of pink, the flush coming over his face as he took hold of his wet shaft carefully. Doing this meant doing a disservice to the public, to sully their shower in this way. Cleaner it may have been, but even Keith was well aware that he should have relegated this kind of act to his own private shower instead.
"Maybe I shouldn't," was his line of thought as the head of his cock swelled and pinkened, glistening with water and just the slightest hint of sweat. Everything felt unbearably hot as he gave himself an experimental stroke, going against every instinct that screamed at him to stop but the suddenness and quickness of his arousal was almost too much to endure. It was like a beating sharpness that choked his breath and overpowered everything else, even his reasoning; Keith's lips parted as he panted, his mind going blank as his grip squeezed more firmly around his now stiff erection.
But something, at the edge of his vision started to make him paranoid and he stopped, mid-stroke.
"Is..someone there?" Keith said, unable to cover the entirety of himself, as he half-turned. Realizing the silhouette cast on him was indeed someone he couldn't quite make out in the glare, he blushed furiously.
"A-ah I'm sorry and sorry again, I—"
But before Keith could so much as say another word, he realized the man behind him was approaching, and just as bare as he was. The vulnerability alone of being naked in front of someone else should have quelled his ideas of touching himself right then and there but, somehow, the embarrassment only fueled it. He grew harder, and he chewed at his lip, averting his gaze shyly, when the man behind him evidently took more than just a casual interest in what Keith was doing. He was a mongrel like himself, leaner but definitely defined in his physique, with lighter blond hair. It was his own folly to forget that Amoi was far more accustomed to such acts than he was used to. The entire culture fueled itself on sex and physical acts of intimacy after all, and maybe it was only a matter of time before he too started to give into the spikes of arousal that constantly agonized him, be it through the food, the water, or the air.
"Surely you don't propose to keep doing this by yourself...?"
The gentle voice of the man behind him echoed in his head as much as it trilled quietly in his ear, with the softness of lips close enough to make chills ghost down his neck.
"Don't you want to feel good? I can help you."
Why wouldn't he protest, why wouldn't he say no? Keith shuddered, his heart racing, as he felt the man's body press close to his own. Perhaps the shock of this situation as well as his own temporary confusion had resulted in this, in his unable to pull away. No one had ever made such a proposition to him before, that he could recall, and yet his desires hadn't faded in the least while this was happening. Did that mean he wanted it?
"Ah, please..." Keith mumbled, unsure of what he was asking for, only that he was unable to leave and unable to avoid what was happening entirely.
"You're pretty big, you know..."
The hero groaned the instant he felt that hand slide around his waist and push past the parting of his muscular thighs, circling fingers gently yet expertly around his length and giving a firmly gliding stroke. Compared to how he touched himself, it was rougher, but it was making him a little weak in the knees. It almost felt overwhelming, how the bursts of pleasure started to make him quiver and shake, even at the barest, most gentle of touches.
"H-hah," he panted, as he leaned forward, head slightly down with wet tousled hair in his eyes to hide the shameful look on his face as that foreign hand continued to touch him, gliding more with the water, moving steadily up and down to establish a rhythm now.
Keith braced himself and couldn't help how beads of precum glistened when the man pressed his thumb against the slit and started to rub there with earnest. He strained as he tried to hold out, his inexperience with these sorts of acts meaning he wouldn't last. Any more stimulation from how heavily he was being touched, and he'd be pushed over the edge of climax before long. Perhaps the thought of how he was giving into such perversity was a driving force in all of this, in how despite himself Keith, like any other man, still needed to feel good, that the sounds he was making sounded far more wanton to his own ears now than he would have liked.

While little is known about Keith's personal background aside from the fact that his NEXT powers developed when he was eighteen, when we are first introduced to Keith Goodman aka Sky High, he is shown to be the King of Heroes, or the highest ranking hero out of seven (later eight when Barnaby is introduced) in the city of Sternbild, a city which is protected by said Heroes. Each Hero is sponsored by seven major companies, which more or less pay for everything. Without their support, they cannot operate within legal means, which is why Sky High in particular bears logos on his suit as advertising. (Ustream TV and Tamashii Nations are on each of his gauntlets, while Poseidon is on everything else. They pay for heroes' lifestyle according to their contractual agreements, which also means as a Hero it is their duty and job to also participate regularly in interviews, commercials, talkshow appearances, etc. Sky High in particular was said to be quite busy all the time as the King of Heroes, but he never once complained.)
The title was won from getting the most points over a season recorded live via a popular Sternbild City television program known as HERO TV, which uses a system calculated based on how many heroic deeds one performs during the course of about a year.
Apparently he'd won this title previously as well, remaining the reigning champion of heroic deeds and exploits for a long time before Barnaby later usurps his throne after he lost his battle to Jake Martinez, a terrible villain who had both the NEXT ability to use force fields as well as the power to read minds that held the entire city hostage. Come episode 15 however, while on a walk with his dog, he discovers a young woman in the park whom he comes to assume is just a newly-awakened NEXT given that he gives her an apple to try and apologize for his dog John barking and growling at her and she crushes it in her bare hands. Given that inhuman strength, he assumed she hadn't learned to control her powers yet.
He ends up coming to visit her on the park bench every evening, and ends up falling in love with her, but being rather awkward in the role of romance was unsure of how to court her. He even asked his fellow heroes Fire Emblem (Nathan), Blue Rose (Karina), and Dragon Kid (Pao-Lin) for advice, but was unable to follow it, and instead ended up sharing his thoughts and worries with her aloud about his first-ever failure. He said that it didn't bother him that he'd dropped in ranking, he was more afraid that he'd stop living up to everyone's expectations because he disappointed them.
He said to her: "The way I'm performing now...It's the same as if I weren't around." Cis, or the mystery girl who he sat by every evening in return, kept asking him a simple question: "Why?"
This is a pivotal moment for Keith/Sky High, given that the way he interpreted them meant she gave him courage to stop making excuses and to regain his confidence. However, this ends a bit tragically, given that when an android goes berserk and causes havoc in the city by trying to destroy everything Hero-related, and even Wild Tiger and Barnaby are unable to defeat it, Sky High steps in. Unfortunately he was completely unaware that this android which he ultimately ends up destroying, was the very same lady he'd fallen in love with. However, after this, his abilities are restored, and while he tries to visit Cis the next day with a bouquet of roses in order to thank her, he waits for her but she never comes...
During the next arc he more or less plays a background piece along with the other characters, and is more of a complementary force who always shows up to back up and help the other heroes when needed. (He's given a few more appearances, such as when he, along with everyone else, had his memories manipulated into forgetting Wild Tiger, but he at least learned his lesson to regain his honor! He's also captured along with the other Heroes by Cis' maker Dr. Rotwang and Maverick, who turned out to be a member of Ouroboros with NEXT powers that could manipulate memories, with a bomb stuck around his neck)
More or less, throughout the series, Keith is the de facto leader of the Heroes, always managing to play ring leader even inadvertently as they listen well to what he has to say, and his word is usually seen as truth and/or as a good idea to follow. He's trusted and generally well-liked by his fellow Heroes, and seen as a rather upstanding guy, if a bit of a boy scout. However, given his unbiased treatment of the others, they do put their faith in him to an extent, even if at times they consider each other rivals.

Even if his goofiness is shown to be his "strong point", as HERO TV's producer Agnes has put it, he still manages to show kindness and a humbleness one would not think possible for someone who holds the position of King of Heroes, being the highest-ranking Hero in Sternbild.
While positions of power are often accompanied by arrogance, Sky High believes that heroes should retain some modicum of respect and humbleness in regards to their fellow Heroes and their Sponsors, in addition to their treatment of the people, often saying, again, his catchphrase "Thank you, and thank you again", saying that he couldn't have done it without everyone's help when he won the title of King of Heroes given that he draws his strength in part from the faith that the citizens have in him.
While he retains his optimism and is enthusiastic and friendly to all except his enemies, Keith is a man who will even applaud his fellow rival Heroes for their various successes. He has a kind word and a smile for everyone, and doesn't allow anything to truly bother him (at least on the surface). While this extends even to hiding his own discomforts, for the most part he is genuinely a man of resilience and positivity.
Although he comes across as quite idealistic, if not something of a boy scout, in truth he just wants to make sure that people understand and know that he is a hero who wants to protect them. He would rather do anything else but let people who count on him, down. In fact, the one fear that he has, which he confesses to Cis in episode 15, is that he cannot to live up to others' expectations, especially after having lost for the first time. He said, when he thinks that he can't do anything, he becomes afraid and unable to move to the point where he feels pathetic.
We also see this during the last few episodes as well when he had a bomb attached to his neck when he was captured along with the other heroes by Dr. Rotwang, Cis' maker, when he starts to say "it would be better if one of us lived even if the others perished", but in truth he never had any intention of betraying his fellow Heroes, he was just trying to console himself given that he was quite possibly coming to terms with the fact that he was going to die since there was nothing he could do. He didn't realize everyone was listening in on him, or that his words were being used against him. (During that episode Dr. Rotwang was playing mind games with the heroes, telling them that if one of them pushed the button on their neck, they'd be spared while everyone else would be blown up. Then he used video of them at their weakest to play back to the other heroes to make them think they were betraying each other.)
The Hero Everyone Loves/Villains Beware: "Be warned! My maximum Wind Velocity for today is off the charts!"
Sky High believes that everyone, even some criminals, can be saved, and that everyone has a chance to redeem themselves. He may be merciless when it comes to criminals endangering innocent lives like with Jake Martinez who he refers to as a villain, but he does give some criminals a chance to give themselves up. While he's frowned at for being idealistic in this sense, if not naive, Keith never seems to mind any commentary that others make that are negative about him, whether they become irritated by his repeating himself, or that he's a goody-two shoes.
In truth, he is a little simple-minded if not air-headed in a sense, given his wholehearted dedication to his role as Hero, if not King of Heroes. While he's not a fool by any means, sarcasm, and sometimes negative or ambiguous statements often have a tendency to go over his head. He's also easily confused by them, such as when Kotetsu bitterly makes a comment when they're filming a documentary about the newest hero Barnaby about how Sky High could get away with saying "I sense something about him, and so I'd like to say to him thank you and thank you again", and even after being criticized for it all he could say in response was "Eh?" Which is when Agnes pointed out that this goofiness of his was his strong point so there was nothing wrong with what he said.
In the Tiger and Bunny Movie: The Beginning, when Barnaby made a statement about how he never wanted to get to know the other Heroes, Keith asks Rock Bison what was happening and what was the meaning of the situation they were in (being as Kotetsu had tricked the Heroes into coming in the first place in hopes of getting them to get to know Barnaby). Given it was their first time meeting outside of Hero suits/outside of work in general, it was new to Keith, since he lives alone in a penthouse with his dog John, and doesn't exactly break his routine unless there was a good reason for it. Hence, the dedication he has to his job makes him almost stunted in a way socially because he quite possibly doesn't allow for a lot of personal time to himself. And judging from his 48-hour schedule as shown here, we can see his days are quite packed.
Thus, the nuances in these sorts of social situations don't appear to be completely well-learned by him and aren't always his strong suit, and he sort of takes things literally and at face value. Keith does well enough in groups, but one-on-one situations make him nervous, if not a little at a loss as to how to approach or cultivate a conversation. It's not that he's awkward per say, but he's just better publicizing himself or keeping himself in character, rather than breaking it or breaking down barriers between himself and other people. Perhaps that attests to his personality as much as it does his newer debut as a Hero, as he hasn't quite learned how to balance Heroic duties and personal ones. This extends especially into his chance at romance in episode 15, where Keith was sighing heavily, and when asked what was wrong at the studio by Nathan, Karina, and Pao-lin, admitted he was having love troubles with a girl that he'd just met (that girl being Cis, the android), but was unsure as to how to court her. Whether through asking for advice from his fellow Heroes, or having that advice foisted onto him whether he wanted it or not—after all, he was bombarded for details and begged them to go easy on him before falling backwards from how intently he was being questioned—we were able to see that Keith is rather clueless and has a tender-hearted, if not very traditional and somewhat innocent approach to romance. (He couldn't even bear to touch Cis even casually, despite the advice that that was what girls liked, as told to him by Karina.) Instead, he ended up staying his distance and was content simply to spend his time with her talking about himself, when it seemed she'd listen. Incidentally, the way he'd interpreted her responses meant that he regained his confidence back, and he fell deeply in love with Cis as a result.
However, despite this inexperience of his in regards to personal relationships, Keith can be surprisingly intuitive as well, in regards to peoples' emotions and their situations, if not tactically mindful of what's important in regards to Heroic emergencies that require quick thinking or a little leadership. He's quite empathetic as a person, but he's not quick to share about his own feelings. In truth, he's actually somewhat afraid to share his dislikes in the case it could hurt other peoples' feelings. But on the rare occasion that he does open up about them as he did with Cis, one will find that Keith is not as simple as he appears. While it is true that he's quite naive if not innocent in some ways, he can still prove to be worth something as a Hero, and thus is not to be taken lightly.
Ultimately, as Keith Goodman, even on his own personal time, he continues to hold his role as Hero to the highest standard, saying that "a helping hand" will change things, even if others look at him as if he's an idealist and not at all realistic in his views. Even points and ranking mean little to him rather than protecting people. While he's never complained even once about having to do all the things that one at the top of the Heroes ranking must do, such as photoshoots and interviews, he manages to find the time to patrol the city at night every night in order to keep in alignment with his need to serve and protect. He's a true civil servant at heart.
"No matter who you are, I will save you. I just will!" No matter if he wears a Hero Suit or is in just his civilian clothes, Sky High treats everyone with the same amount of unbiased courtesy. Heroes are meant to be looked up to, so naturally the people have to see Heroes as people they can trust and respect. Except that with Keith, it's not an act. There's actually very little difference between himself and his alias Sky High, aside from the more theatrical poses and phrases that he uses for effect, along with the attacks he uses while shouting "SKY HIIIIGH" and "HIIIGH". (Although even some of these trickle into his civilian speech patterns due to their frequent usage.) Even in the Hero's Issue Interview from the Gossip translation written by the screenwriter Nishida (found here), when asked who he's friendliest with, out of all the heroes, Keith replies "I'm friendly with everyone. Without bias, I am friends with them." This indicates he wants to treat everyone fairly, and he does strive his best to do just that. He is positive, tolerant, and above all, fair. In fact, in regards to when the Heroes need input on a group decision, they unwittingly look at him as an unofficial leader, and take his words to heart. It goes without saying that it's unsurprising that he's a rather popular Hero, but the thing that makes him stand out above others is the fact that he has a strong sense of justice and a noble heart. As cliche as this may be, there are certain uncompromising principles that Keith, like Kotetsu, feels a Hero should live up to. Thus, he strives his best to do just that.
POWER:: Known as the "Wind Wizard", Sky High's NEXT ability, (NEXT referring to the mutation that appeared in Tiger and Bunny's world 45 years prior to the start of the show, meaning Noted Entities with eXtraordinary Talents) is the power to control the wind, or wind manipulation. In order to fight his opponents, Sky High is able to create huge or small gusts of wind on command, and even tornado or hurricane-sized funnels. He can even wrap his own body in the wind itself, causing himself to be a twisting tornado/projectile if necessary as seen in his fight with the android Cis in episode 15, where he uses his helmet's sharp prong and destructive wind to severe through her metallic body.
This variety of wind size and power grants him the ability to either make milder winds that could be used to slow the descent of falling civilians, or to create stronger, more powerful winds that can be used as a destructive force against enemies, or stop runaway criminals from escaping.
He is also capable of creating concentrated or compressed balls of wind to use as offensive projectiles, almost like wind missiles or "bombs". (As in the fight with Jake Martinez, he created blasts of wind and then giant spiraling balls of wind as well.) However, he cannot control the natural weather of wind itself, meaning that all of his wind has to be self-made or created.
His limitations from his NEXT ability regarding the usage of wind however, entail that Sky High is able to achieve flight only by using his jetpack and levitating himself with his power to maneuver. Without the jetpack, he would only be able to float, and only sort of be able to guide himself through the air with some direction. (Basically he becomes air balloon man instead of the wind wizard.)

(Ustream TV and Tamashii Nations are on each of his gauntlets, while Poseidon is on everything else. They pay for heroes' lifestyle according to their contractual agreements, which also means as a Hero it is their duty and job to also participate regularly in interviews, commercials, talkshow appearances, etc. Sky High in particular was said to be quite busy all the time as the King of Heroes, but he never once complained.)
The title was won from getting the most points over a season recorded live via a popular Sternbild City television program known as HERO TV, which uses a system calculated based on how many heroic deeds one performs during the course of about a year.

Instead, he ended up staying his distance and was content simply to spend his time with her talking about himself, when it seemed she'd listen. Incidentally, the way he'd interpreted her responses meant that he regained his confidence back, and he fell deeply in love with Cis as a result.
However, despite this inexperience of his in regards to personal relationships, Keith can be surprisingly intuitive as well, in regards to peoples' emotions and their situations, if not tactically mindful of what's important in regards to Heroic emergencies that require quick thinking or a little leadership. He's quite empathetic as a person, but he's not quick to share about his own feelings. In truth, he's actually somewhat afraid to share his dislikes in the case it could hurt other peoples' feelings. But on the rare occasion that he does open up about them as he did with Cis, one will find that Keith is not as simple as he appears. While it is true that he's quite naive if not innocent in some ways, he can still prove to be worth something as a Hero, and thus is not to be taken lightly.
Ultimately, as Keith Goodman, even on his own personal time, he continues to hold his role as Hero to the highest standard, saying that "a helping hand" will change things, even if others look at him as if he's an idealist and not at all realistic in his views. Even points and ranking mean little to him rather than protecting people. While he's never complained even once about having to do all the things that one at the top of the Heroes ranking must do, such as photoshoots and interviews, he manages to find the time to patrol the city at night every night in order to keep in alignment with his need to serve and protect. He's a true civil servant at heart.
"No matter who you are, I will save you. I just will!" No matter if he wears a Hero Suit or is in just his civilian clothes, Sky High treats everyone with the same amount of unbiased courtesy. Heroes are meant to be looked up to, so naturally the people have to see Heroes as people they can trust and respect. Except that with Keith, it's not an act. There's actually very little difference between himself and his alias Sky High, aside from the more theatrical poses and phrases that he uses for effect, along with the attacks he uses while shouting "SKY HIIIIGH" and "HIIIGH". (Although even some of these trickle into his civilian speech patterns due to their frequent usage.) Even in the Hero's Issue Interview from the Gossip translation written by the screenwriter Nishida (found here), when asked who he's friendliest with, out of all the heroes, Keith replies "I'm friendly with everyone. Without bias, I am friends with them." This indicates he wants to treat everyone fairly, and he does strive his best to do just that. He is positive, tolerant, and above all, fair. In fact, in regards to when the Heroes need input on a group decision, they unwittingly look at him as an unofficial leader, and take his words to heart. It goes without saying that it's unsurprising that he's a rather popular Hero, but the thing that makes him stand out above others is the fact that he has a strong sense of justice and a noble heart. As cliche as this may be, there are certain uncompromising principles that Keith, like Kotetsu, feels a Hero should live up to. Thus, he strives his best to do just that.
POWER:: Known as the "Wind Wizard", Sky High's NEXT ability, (NEXT referring to the mutation that appeared in Tiger and Bunny's world 45 years prior to the start of the show, meaning Noted Entities with eXtraordinary Talents) is the power to control the wind, or wind manipulation. In order to fight his opponents, Sky High is able to create huge or small gusts of wind on command, and even tornado or hurricane-sized funnels. He can even wrap his own body in the wind itself, causing himself to be a twisting tornado/projectile if necessary as seen in his fight with the android Cis in episode 15, where he uses his helmet's sharp prong and destructive wind to severe through her metallic body.
This variety of wind size and power grants him the ability to either make milder winds that could be used to slow the descent of falling civilians, or to create stronger, more powerful winds that can be used as a destructive force against enemies, or stop runaway criminals from escaping.
He is also capable of creating concentrated or compressed balls of wind to use as offensive projectiles, almost like wind missiles or "bombs". (As in the fight with Jake Martinez, he created blasts of wind and then giant spiraling balls of wind as well.) However, he cannot control the natural weather of wind itself, meaning that all of his wind has to be self-made or created.
His limitations from his NEXT ability regarding the usage of wind however, entail that Sky High is able to achieve flight only by using his jetpack and levitating himself with his power to maneuver. Without the jetpack, he would only be able to float, and only sort of be able to guide himself through the air with some direction. (Basically he becomes air balloon man instead of the wind wizard.)
